The subject of wax moths has been thoroughly discussed at Bee-L and the discussions are in the archives. However:
Depending on the temperature, larval development ranges from one to five months - the warmer the temperature, the faster the development. Pupation takes from eight days to two months depending on temperature.
Pretty clear they can survive the winter in bee hives, or other places that remain above freezing.
