Hi All who remember my previous query,

Here is the answer from Transferware Collectors Club:

The dots or stippling was done by the engraver of the copper plate from 
which the pattern was taken, using a punch and hammer. Very painstaking 
work, a pattern could take weeks or months to engrave. See Richard 
Halliday's excellent article on this site, "Copper plate engraving, Process 
documentation", for a complete look at the process.
