I don't know much about this conversation. I do know that I W Harper was a great drink back in the40's and 50's. Missed out on previous comments. Pardon the intrusion.

It seems to "speak" to me...that it is an aftershave or similar toiletry product. ????  Dont ask me Why tho.
I am pretty sure I Have seen this style font...but Dont remember what the full name was (sorry)...nor the project (to look up the catalog).  Shucks.  This will drive me Crazy.

Distilleries are constantly bottling special editions with custom made
bottles (see the Jim Beam trolley bottles as another example) though so it
may be one of those although it seems that  with I.W. Harper the font is
the one uniform element among most of their bottles. That is the case with
some of the other commemorative bottles from other brands. Although, Harper
made a lot of bottles for international consumers and for use on ocean
liners so there may have been tweaks made to fit with something expected by
whatever market they were participating in.

You might try bourbon forums as the whiskey enthusiasts are a wealth of
knowledge. You might also try posting them to the Whiskey Diggers facebook
page as enthusiasts and industry professionals are part of that audience.
Mike Veach has spent some time researching the brand for Diageo so he may
have seen some examples of this font in the archives.
