Are you sure its DWV??  I am in IL also and very aware of our super crappy bee weather of late.   Chilled brood and poor nutrition can cause  underdeveloped bees also.

The colony in question was installed on drawn comb with plenty of food and pollen resources.  The unseasonably cold weather could be a factor placing stress on the already stressed colony.  It seems the DWV could have arrived with the bees, but would only become apparent under these stress conditions.  I will watch to see if the colony recovers as the stressful weather improves.  Thanks for the input.
