Here in the UK the only legal treatment for AFB for over half a century has been destruction and burial of the hive contents and scorching the woodwork with a blow torch, all done by the Bee Inspector. As a result, AFB is now very rare indeed over here. There are a few 'hotspots' that are close to the premises of honey importers.
Compensation for the destroyed equipment is obtained from Bee Disease Insurance, a company set up and run by beekeepers for beekeepers, paid for as part of your annual subscription to the BKA. They make a profit which helps fund bee disease research projects.
Maybe you should try something similar on your side of the pond.
