Two people observed that a queen with too few bees lays multiple eggs in cells, but given ample support, these queens can go on to lead productive lives. Anyone who has spent a lot of time around mating nucs will tell you the same thing. The queen often lays eggs in all the available cells, goes around and does the same thing again, and again. Nothing wrong with her, she just wants to get on with it.
