Bob, I have studied the beetles quite a bit, and would find that extremely
unlikely. The beetles are capable of ovipositing in bee brood, and do it
quite often thru the side of the cell adjacent.
I would suspect the workers constant attention to the queen cell, and the
much thicker wax base/side to be a huge detriment to the likelihood that
would happen. I have hear of eggs and adults in the nooks and crannies of
queen cages, but that's a rare event also. But if the queen cells were in
some sort of protector that could harbor and adult beetle its certainly
possible.
