I think it started at SUNY Albany. And was mostly academics in the beginning. Things change. Definitely check out the archives, there is a lot of history there! I have only been posting for 15 years or so, a relative newcomer.
By the way, there are at least 100 times as many people who read Bee-L as who actually post, so even if it seems as if what you say falls on deaf ears, that isn't really true.
