If the amount of juvenile growth hormone is the key and the long and the short of it, then the answer is simple...

Synthesize the juvenile growth hormone and make it 100 times more potent than what is emitted from the drone cells, the worker cells or any old comb in general.   Put it in a trap with a miticide and small opening only the mites can enter....  Make the trap the same foot print as a frame and insert into each brood box of a hive...

Oh... it is not that simple????
