I agree with Peter, multiple eggs shortly after installing a new queen and package are common. I especially see two eggs per cell, and these are more or less centered in the bottom of the cell, not shot-gunned everywhere like a laying worker. Peter says it is because too few workers. I've noticed that the workers tend to clean up after the queen, leading me to suspect that even seasoned queens may lay more than one egg at times, leave it to the 'staff' to take care of it.
