Sandra,

Several folks are making headway on this. I heard a talk last fall by
Brianna Paxton Grosicki of Place Economics on using crowdsourcing apps in
order to make some of these assessments in midwestern towns, including
Detroit. I don't know if there is a set formula, but it would be worth
reaching out to Brianna. Their email address is [log in to unmask]

However, as far as I know, no one has been able to develop a formula that
applies in all contexts. I'm definitely interested, if someone is aware of
one.
