Well, I think that we don't think About the cheap illegal alternative medication. Most Canadian use the legal stuff though it is expensive.
We also add to our benefit/ cost analyses. The percentage of hives could be saved as we treat the whole apiary or operation when Justified. For example an Operation of 3000 hives if we reduce winter kill from 25% to 15%. We save 10% of the colonies. These colonies will be producing colonies in the following season and produce a full crop. On the other hand the loss of 10% of bee colonies for mites will be expensive for beekeepers in comparison to the extra cost of the treatment. The cost of replacement bees using package bees will be expensive. Moreover, this newly established colony will never produce the same crop as an overwintered one.
With my beekeepers here in Alberta, this type of management practice is working. They monitor and they don't spare any additional expense to keep bees alive.
Best regards
Medhat
