Mike,  it seems to me were talking two issues here.  Filling 3 deeps well is a different issue than hygienic isn't it?
What I notice in my yards is the small number of queen who effectively use 3 deeps.  there have been a cpl,  but  most of the time she moves up and the bottom deeps remain empty.  I have found that Screened bottom boards compound that issue.
