Racoon may be issue with compost, but angry bees suggest skunk.
 
Other than lead poisoning and some other illegal approaches, the most reliable is an elevated stand - unlike racoons, skunks don't climb well. 
 
Look for scratches on front of hives, ground, fecal pellets with bee bodies.  Skunks  usually work hives at dawn and dusk.
