I read your post Jerry and agree cold weather
when bees are  clustered over honey is normally
not a problem *if* the bees are healthy and 
there is not a problem with their honey/syrup.

question:
What would you look at or test to figure what the cause
of the hive loss if you saw a large cluster over.honey 
with some with heads in cells and others on the hive floor?

starvation ruled out.

The above is being seen in higher numbers in overwintered
northern bees last two springs.
