capped queen cell with nothing in it

I found an old capped queen cell on some comb that had come from a top bar hive and I carefully removed the cap to see what the pupa looked like inside.  It turns out that the cell was completely empty.  I'm curious as to why bees would cap an unoccupied queen cell.  Any ideas?
