How does one prove good management practices?
Are those practices defined?
How does one prove beginning of year and end of year live colony count?
Who certifies what needs certifying in NY?

             

ELAP is based on ability to do paperwork, not keep bees.  It amazing how
much graft and corruption is out there, even permeating what I thought was a
last bastion of uncorrupted ideals.  But reading the latest ABJ and such I
am realizing that there are as many pigs at this trough as there as all the
other troughs.....
