It's publicity. What has been the greatest benefit of all of the attention that beekeepers have gotten these last 8 years? Attention. Because of that attention we have gotten some funding for research. So, maybe $3M will turn into some larger amount down the road. Ya never know.

I'd rather see that money spent on this sort of thing than other things I could mention. But this is a Beekeeping Forum, not a Political Forum.
