Except that the money is going to the midwest where the bulk of the US bees are in summer. Why are they there? Because there is a profusion of flowers. Maybe the money should be going to other states that don't have the abundance of floral sources. 

For example, in our area forests have sprung up where pastures used to be. Now I like forests, I have a 4 acre woodlot myself. But they are almost useless to bees, except when certain trees (cherry, basswood, etc) are blooming. My next door neighbor brush hogged some 40 acres and the wildflowers came back with a vengeance.
