The post was referring to the difference between conscious choice and search bias. In other words, they may only "find" what they are looking for, and do not find other suitable dwellings because they are not programmed to look for them. It is an important question of intentionality. It's like if you only go looking for houses in certain neighborhoods, you may not find a perfectly good house in a location where you never looked.
