Consumption of eggs or young larvae is normal behavior for nurse bees in
colonies that are stressed (usu. due to nutritional stress). The queen
doesn't get the memo to stop laying, so the nurses just follow behind her
and consume the eggs/larvae rather than feeding them.
I transferred ~20 nucs yesterday afternoon. Despite all having young
queens, the brood patterns of most of them were shot. This is completely
normal in times of stress.
