That is very true. The possibility of abuse, misuse, and outright malice is high.  Constitutional issues are raised for review, as are levels of competency and trustworthiness within our system of governance and education.

I understand needs and demands of security.  The hardest issue is the missing level of political awareness and oversight.  It's as if someone with a low level of vetting is much more highly involved and placed than the people that are entrusted with greater oversight.  

This is partially a problem of technological advances and changing forms of communication, and probably a lack of understanding and education more broadly across the citizenry.  In a sense, it more broadly reflects educational and social compartmentalization.

I don't know what to make of it, but I know it's not about whether this person had or did not have a GED or some degree of professional standing.  It's represents a failure at higher levels, and I don't think the solution is bureaucratic in nature, nor do I know if it is an appropriate subject for a science center listserve.

It's an interesting social conundrum.
