How about clear silicone bath-sealant, with a bit of yellow colouring added?
I'm sure the fake fat patients are encouraged to handle at our local health
centre was silicone. It is soft but very tough.

It needs ventilation for drying, so you need to apply it layer by layer. It
also stinks of ammonia while drying. But I actually think it should work
really well.
