Job Description:
Plans and coordinates the architectural history component of one of VDOT's regional statewide cultural resource programs. Position will be based out of the Salem District Office and will be responsible for duties throughout the Western Region covering Bristol, Salem, Lynchburg, and Staunton Construction Districts. Applies project-level techniques, principals, and practices used in the collection and analysis of cultural resource data to identify and assess the significance of architectural resources; determines the effects of transportation projects on significant resources; and determines the appropriate treatment of affected resources in project design and construction. Coordinates the development, negotiation and implementation of cultural resource consultant task orders involving architectural history. Applies cultural resource management principals and techniques in the intra- and interagency coordination of transportation projects involving complex architectural or historic issues. Ensures project-level compliance with Federal and State laws and regulations while maintaining environmental quality for transportation projects. Coordinates findings with Central and District offices to ensure historic property issues are incorporated into the planning, design, construction, and maintenance of transportation facilities. Works with project stakeholders to develop memoranda of agreement/programmatic agreements and implements agreed-upon mitigation measures.

Minimum Qualifications:
Demonstrated knowledge of the Commonwealth's architectural resources and the ability to apply technical and scientific principles to their management in an applied transportation context. Knowledge of current architectural history method and theory. Demonstrated ability to design, conduct, and oversee cultural resource studies. Demonstrated ability to effectively negotiate and manage consultant contracts and ensure compliance with contract deliverables and schedule.

Proficient knowledge of environmental laws, regulations, policies and procedures affecting VDOT and the development of transportation projects. Demonstrated ability to work with professionals to advise and resolve environmental engineering problems as they relate to cultural issues in a transportation context. Demonstrated ability to communicate effectively both orally and in writing to individuals and groups. Ability to adhere to the VDOT safety footwear policy.
Preferred Qualifications:
Project management experience dealing with the application of advanced and complex technical and scientific, environmental principles/practices related to cultural resources issues as they pertain to public works, especially civil and structural engineering.
Special Requirements:
Education and experience consistent with the Secretary of the Interior's Professional Qualification Standards for Architectural History, History or Historic Architecture or a related discipline (Federal Register 48:44738-44739; 36 CFR 61; 36 CFR 800).

Incumbent must complete a Statement of Economic Interest form. A fingerprint-based background check is required. Employment is contingent upon successful completion of a DMV records check conducted by the Agency. A valid driver's license is required. This position is designated as essential and as such, all duties associated with this position are required during emergency situations, which may include, but are not limited to inclement weather, disaster response, and emergency operations. VDOT will determine when essential positions are required.
