I believe, as Rich suggested earlier, that this is a watch fob. There's a similar item at this web site: http://www.drexelantiques.com/fishing2.html and others on Google images if you search "brass watch fob" or "antique watch fob." The item he's holding could be an oar, but it reminds me of a logger's bark (or barking) spud.
Incidentally, if you Google "bark spud" you get not only tools, but also dogs and potatoes.

For what it's worth, I agree with Andrew that this was a sports medal. They were produced and sold with blank reverses and sometimes information about the event and where it was held, and other information, was engraved on it. The broken and incomplete loop on the top accommodated a ribbon.

This artifact was found by a visitor to the Camp Holland site in the Sierra Vieja (Presidio Co. Texas) and is described as being very thin, copper, and about the size of a silver dollar.
