Things change quickly and in recent years access has become easier -- 
and harder.

There are many, many websites and search engines.

Would those who spend time keeping up with these things please offer 
their best advice as to methods of finding papers and suggestions for 
dealing with pay walls?

Personally, I have found that pasting the title or part of the title of 
a paper (in quotes) into a search engine works surprisingly well -- 
sometimes.
