Nucs are usually just frames removed from parent hives with maybe a
frame or two of foundation added, usually after being installed into
standards, but sometimes in the nuc itself.

In  that case The frame of foundation  is often just to ensure the bees
do not get crowded in the nuc box, as there is a lot more room for bees
on a frame of foundation that on a drawn frame or because drawn frames
are in short supply.
