Reminds me of a rein guide or some such from a horse harness. Is the
rusty portion mineralized leather with copper alloy rivets?

Folks,
I have a very nicely cast brass/bronze object that was originally
riveted to an iron object. There are about 7 photos on my site. It
really seems to be a finger ring for something like a candle holder, or
a lamp ... at least that's what it seems like to me.
