For what it's worth, I agree with Andrew that this was a sports medal. They were produced and sold with blank reverses and sometimes information about the event and where it was held, and other information, was engraved on it. The broken and incomplete loop on the top accommodated a ribbon.

This artifact was found by a visitor to the Camp Holland site in the 
Sierra Vieja (Presidio Co. Texas) and is described as being very thin, 
copper, and about the size of a silver dollar. This is the only photo
