First of all, when I said that it was not free, I was referring to the
public libraries and library networks that have to pay the publishers
for the access. Of course, access to the public at the public libraries
is free, IF the public library can afford access to the data bases in
the first place.

Well,
up until about a decade-or-so ago, this was true. Unfortunately today,
for several reasons (campus security, restricted access to
college-licensed databases, to restrict access to the Internet on
library computers, etc.), more university libraries are restricting
access to students, faculty, and staff.
