I think if you listen to people in small institutions you will find them/us to be VERY aware of reality! It isn't always about staff (because many small places have to write staff into the grants), but about overall finances, large scale reputation, etc. I think Adela was pretty clear about that. I can guarantee that if you and I were on the same block for an NSF grant, they would know NYHS, but not the MWM. (Hmm, perhaps that's why only large institutions are on ASTC's board???!)
Anyway, I apologize for taking us on a tangent.
