My guess is that it is a parrot rather than a duck. I recall in the dim recesses of ancient memory seeing one like that but could not even guesstimate when and where I saw it.

Subject: Pipe identification assistance

Hello all,
I am looking for help with a pipe bowl uncovered from a late 19th century
ite in Detroit, It is quite unusual- bird or perhaps duck shaped and
ainted green, blue, yellow and brown. Has anyone run across such a pipe
efore?
