North Carolina has a system of inspectors paid for by state appropriation
(spread among all taxpayers rather than just beekeepers).
From the perspective of a beekeeper, the system is basically free.
Inspectors (one for each of 6 regions) are available on request for
inspection or consultation at no cost. No registration or inspection is
required except for those shipping bees out of state, but anyone may request
an inspection and inspection certificate.
One can also opt to register for $1 per apiary in order to be notified of
spraying.
