Calif dropped our former yearly inspections for AFB many years ago.  There
is now only minimal government interaction with beekeepers at the county
level and only in some counties.  In my county, I pay $10 total annually to
be registered, which I do in order to get spray notification and to
grandfather in my yards should some city slicker move up to the foothills
and decide that he or she doesn't want bees next door.
