In England, County BKAs are encouraged to appoint Spray Liaison Officers to act as first contact points for farmers who intend to spray insecticides or other potentially bee-harmful material. The local chapter of the National Farmers' Union is notified and the theory is that the Liaison Officer is contacted by the farmer who puts him in touch with local beekeepers so they can shut up their bees or move them away.
It is rather a non-event. I was our county's S.L.O for several years about a decade ago. As I recall, only once was I contacted by a farmer. I didn't hear of any spray damage to bees during my term of office.
