What is a Midwest beekeeper? One who has a mailing address and maintains hives during May-Oct in the Midwest and then leaves with his bees to the south or CA? 

or someone who has year around hives and a mailing address in the Midwest? 

This same fuzzy definition was used to assemble the famous CCD maps which showed it was everywhere and nowhere. I fail to see how a home address can be used to sort data and outcomes in this age of migratory beekeeping.
