I am not sure what your problem is.   The organic industry is like (a) 
religion.  You set some rules and if people like them they can join your 
group.  You can even charge for services if it takes your fancy.  The 
only appropriate role of government is to oversea the businesses that 
are offering certification, in the same way that they oversea any business.
