In the mid-1970s, I started a weather station at a summer camp for boys and girls near White Sulphur Springs, West Virginia. The National Weather Service Forecast Office in Pittsburgh assisted us by providing second-hand weather instruments free-of-charge, including a weather station shelter. We were considered an official National Weather Service substation.

I realize instrumentation has advanced quite a bit since the 1970s. However, you may want to check with the National Weather Service office closest to you (perhaps in Burlington?) for their advice on instrumentation, and to see whether there is any second-hand equipment they can provide to you.
