Now you're putting words in my mouth.
I did not say that planter dust isn't a problem with respect to damage to
bees.
But, the truth is, only 10% of the Canadian incidents (millions of bee
lost if we believe the press) involved neonics according to the numbers cited.
That means the 'older' pesticides were a much larger problem. Do you
really want to swap 10% damage attributable to neonics over a limited period
of time (~ 10-14 planting days) of the year for 90% colonies damaged
attributable to other pesticides, which can occur at any time during the growing
season?

P.S. For a reality check, read Johansen and Mayers book on Pesticide
Hazards. Reports of tens of thousands of colonies KILLED in a single state in
a given year weren't uncommon. Be careful of what you wish for.
