Hi Alicia,
my graduate training was in underwater sites - in my experience, if it is not a structure (like a shipwreck) or some easily identifiable object like ship's bell or similar that you might be able to tie to a person/country/event, etc., you could only really apply Criterion D... and then it's the same thought process as you would have on land regarding integrity and so forth, the sites just happen to be wet....

Subject: Evaluating underwater archaeological sites
We're doing NRHP evaluations of underwater historic archaeological sites (not shipwrecks) and are looking for examples of how the Section 106 guidelines have been applied on other underwater sites--particularly in terms of debris scatters.
