The Link?
Congressman Smith's troubling proposal reminded me of William Proxmire a
cantankerous Senator from Wisconsin (who replaced McCarthy) who took great
pleasure (derived form his sense of excessive government spending). He
created an award which he called the Golden Fleece Awards that he gave to
grants that he thought was frivolous spending by NSF. He was a thorn in
their side but never as far as I know tried to cut they budget or take over
and tell NSF what areas they should fund. One example; he chided NSF for
spending $84,000 to learn why (probably how and not why) people fall in
love. He did not I think have a sense of the strength and the potential
breadth of science as an enterprise. I suspect Congressman Smith suffers
from this as well.
