Why not do it underwater in a glass aquarium tank with currents of water?
Water should 'scale' the effect down quite realistically, with flow
following the topography of a miniature landscape with hills etc. Miniature
model wind turbine blades will also rotate at a realistically slow speed
underwater, indicating visually where the best sites are for collecting wind
energy.
I certainly fancy trying this.
