A lot of people struggled with this issue of inquiry and the National Standards, so the National Research Council got a committee together to develop a practical guide -- Inquiry and the National Science Education Standards: A Guide for Teaching and Learning

(I'd also second Ed Sobey's comment - start with the inquiry and work backwards to the Standards.)
