The best way I have found to avoid burr comb in a imirie shim is to have
a empty, drawn super above it. As long as there is empty comb above the
shim they will not build burr comb. But when that super gets full of
honey they will build the burr comb so you have to stay on top of it and
keep putting empty supers above until all supers are filled - at that
point you then remove the shim.
