It has to do with the volume of the cavity compared to the population.
Active bees do best when housed in a cavity which borders on crowding them.
The problem is always that the population can change drastcally overnight
when there is a big hatch or the available volume can change if a flow
materializes.
Comb honey producers try to keep their bees crowded and warm.
