Two reports, one from the European Commission and the other from the OECD, might be useful to you. While the focus is on students, both address the need for more innovative and inquiry-focused teacher training. Perhaps these will provide some European-based support for you?

If you do a search for the "European Commission Report Card on Science Education" you should get a link where you can download the pdf. I was not able to post the link here.
