Perhaps because it is authorised in the UK (Fumagillin).
I think that it is certainly safest to eat honey from a producer one knows.
Here in France Fumagillin is banned but a recent survey of 76 honeys, sold in retail outlets across the country, found only one that was pesticide free and that was imported from Mexico. The average was 5 pesticides per sample.
