Hi all,

Thanks to Gillian and Elina for their documents and others for comments. I
am happy with Gillian's suggestions below.

I have a few comments:

1)	The first part of the Constitutive Document reads like a declaration,
not a constitutive document. I think that we should move away from this
style towards a more prose style. So the first bit would be an
introduction and the first para. would read: "We are concerned about the
global problem of corruption ..." If people agree, I would be happy to
redraft along these lines (I don't think it would be very difficult).

2)	It is good to recall the relevant key steps in the establishment of the
coalition but, otherwise, I think we should remove references to the
specific activities of certain groups. These will render the document
time-bound, may be alienating for new groups thinking of joining and do
not define who we are (ie are not part of a constitutive document). I
would thus largely remove the paras starting with "Recalling that" (second
one) and "Taking note".

3)	I would suggest adding "technical expertise" to the list of ways we
achieve our goals in the mission statement.

4)	I do not agree with Fernando's suggested change for the mission
statement. Signing is part of the process of ratification and we also need
to work on countries that have not yet signed.

5)	I agree with Fernando's amendment to the objectives, which recasts the
first one as a hat for the others.

6)	I would add to the objectives:
	i)	something about promoting coordination and cooperation among members
	ii)	acting as a forum for discussion and debate, and for the exchange of
experiences and lessons learned

7)	My experience in networks of this sort is that we need to keep our
statements focused on what actually unites us, and not go beyond that or
we will risk alienating some groups and limiting membership. In terms of
the vision, I think the first and third options by Elina are along the
right lines, but both are too wide and too strong. It is good to have a
forward-looking vision but we will never have a world that is free of
crime or all forms of injustice, for example. Also, while I suppose
everyone in the group believes in non-discrimination and the environment,
these are not issues that the group works on, so I would remove them (we
can have something under core values about commitment to human rights -
see my suggestion below). I would, therefore, suggest something more along
the lines of:

	"A world in which civil society groups are are able to engage in
anti-corruption efforts which are effective in combatting corruption and
in holding those who engage in corruption to account."

8)	Re. the core values, I prefer Elina's list to that proposed by Eric,
which is more programmatic lines than values. I would suggest an edited
and somewhat streamlined version (the simpler we can keep this the better)
as follows:

 - A commitment to building mutual understanding through open sharing and
exchange of information/experiences/ideas within the group.
 - Belief in transparency and accountability as core values for
government, civil society and the commercial sector.
 - A commitment to operate fairly and honestly and through team work/efforts.
 - Respect for other group members and their representatives in the work
of the group.
 - A commitment to act professionally and collectively, and to participate
actively in the work of the group.
 - Respect for human rights and democracy.
