Dear all,
This is a very valuable exchange that can feed into our draft consolidated document.

I'm working on that consolidated draft text and expect to get it to you this evening, aiming to capture the many excellent inputs made.
Best,
Gillian

Just a quick reaction. Our documents talk about the creation of a coordination committee of 12 members. This group will have to be responsible for statements. Where they are urgent (as I suppose will often be the case, as here), they need a rapid response system. Where they are not, there needs to be more agreement. A difficult issue is what is required to kill off a proposed statement (just because someone initiates a statement does not mean one must be made). This is important because there is a natural tendency for groups to prioritise what they are working on, but this should not necessarily determine the direction of a network.

But for policy, I think we need to try to get strong agreement. Important policy needs to be approved by the membership (like the constitution). Other policy by the coordination committee. And in a manner that allows for full discussion of controversial issues (which in my view means much longer than 24 hours: probably circulation to the group and then a discussion by telcon, or sometimes email approval if everyone is on board).

		Hi all,

I agree with Toby. The key thing is to ensure that any statement is in line with the Coalition's and its members' values, and that it reads well and is an effective statement.

I think the statements that the Coalition has issued over the arrest of Djilali was a great example of how it should work. Coalition members were given quite a short deadline to comment on the draft release and those comments were incorporated into the press release by the drafters of the statement - in this case TI. This allows for both consultation and for flexibility and a quick response.

I think this is the sort of procedures we should be looking at implementing, possibly on a more formal basis. I also think that if there is a major change of Coalition policy, then more time should be given for comments, possibly 24 hours. I think we need to avoid a system whereby every Coalition member has to agree to a generic press statement before it goes out. We may also want to consider a slightly different procedure if we ever list all the coalition members on a statement, which I can't image us doing very often.

Subject: Re: Comments on process RE: Joint Press Release

		Hi all,

We are currently discussing the 'constitution' of the Coalition in this working group (hope I am posting this message to the correct group), which includes how we will process joint statements. As I infer from Iftekhar's comments, I also see this as being very important and sensitive. If a statement is going out in the name of the Coalition, and our organisation is a part of that, then I need to be sure that the system will ensure, at a minimum, a) that the statement does not contradict anything the organisation stands for or believes in and b) is up to the standard of work that we hoe to (but I note this is not the same thing as 'holding the pen' for someone needs to make final editorial decisions).

In my experience of working in networks, this is the most difficult aspect to achieve. I have not yet comments on Gillian's last post to the working group, but I will. And I encourage everyone to think carefully about this, for we need to find a good balance between keeping groups in the coalition and yet giving the body the flexibility to act in cases just like this one.

		Best, Toby

		Dear Iftekhar,
Thanks for your comment. I want to take this opportunity to share some thoughts on the process of crafting such a release as this one, as indeed your suggestions and comments, as all those from all others, were very seriously considered and weighted.

There many rounds of discussions and people involved when a joint text is issued, in this case with comments from people in four continents -including lawyers to make sure the text is solid on the legal front. In this case there were also Djilali's wishes to consider. The drafting committee tried to capture the spirit of all suggestions rather than actual text -otherwise it is a daunting job. In that spirit, your suggestion was incorporated -as you see the release calls for the government to guarantee his safety, freedom of movement, speech. That statement takes on the spirit of the second sentence you suggested -as guaranteeing what we ask for is also guaranteeing that his rights are respected and that this kind of incidents doesn't happen again.

I hope you find this useful. Thanks for posting this in your website.
		Best regards
		Andrea

PS> I want to take this chance to ask EVERYONE to please send us the links where you have posted the press release; we can make the links to your website from the Coalition website.

		Dear Andrea,
Although my suggestion was apparently either ignored or considered too harsh, in the spirit of the Coalition, I also welcome the statement, and will have it uploaded on our website shortly.
		Best, Iftekhar.

		Dear Gillian, Andrea and all,

Great that our good friend Dr Hadjaj has been released, and more importantly greatly relieved that he is good health and humour. For the press statement, my two-penny's suggestion is that we edit the last line of the first para into something like the following.

We thank the authorities and call upon them to guarantee his safety, movement and freedom of speech. We also demand that the authorities ensure that no such undue harassment and violation of fundamental rights is repeated to Dr. Hadjaj in the future.

		Best, Iftekhar.
