Just a quick reaction. Our documents talk about the creation of a coordination committee of 12 members. This group will have to be responsible for statements. Where they are urgent (as I suppose will often be the case, as here), they need a rapid response system. Where they are not, there needs to be more agreement. A difficult issue is what is required to kill off a proposed statement (just because someone initiates a statement does not mean one must be made). This is important because there is a natural tendency for groups to prioritise what they are working on, but this should not necessarily determine the direction of a network.
But for policy, I think we need to try to get strong agreement. Important policy needs to be approved by the membership (like the constitution). Other policy by the coordination committee. And in a manner that allows for full discussion of controversial issues (which in my view means much longer than 24 hours: probably circulation to the group and then a discussion by telcon, or sometimes email approval if everyone is on board).

I think the statements that the Coalition has issued over the arrest of Djilali was a great example of how it should work. We are currently discussing the 'constitution' of the Coalition in this working group (hope I am posting this message to the correct group), which includes how we will process joint statements. As I infer from Iftekhar's comments, I also see this as being very important and sensitive. If a statement is going out in the name of the Coalition, and our organisation is a part of that, then I need to be sure that the system will ensure, at a minimum, a) that the statement does not contradict anything the organisation stands for or believes in and b) is up to the standard of work that we hoe to (but I note this is not the same thing as 'holding the pen' for someone needs to make final editorial decisions).
In my experience of working in networks, this is the most difficult aspect to achieve. I have not yet comments on Gillian's last post to the working group, but I will. And I encourage everyone to think carefully about this, for we need to find a good balance between keeping groups in the coalition and yet giving the body the flexibility to act in cases just like this one.
