Nuisance is the key. Bees or dogs are not a nuisance, but the way they are
"managed" can make them so and then the owner is liable. Fairly simple and
backed by case law.
Dewey Caron, I believe, had an article on just this.
That does not stop a municipality for outlawing dogs or bees (no matter how
benign) if the voters agree. The way to prevent that is education.
